if I install a 3rd part network car could that possibly solve the issue?

Installing a PCIe network card, or using a USB3 gigabit ethernet adapter may work, but if one of those is able to link at gigabit and your motherboard can't, I would want to RMA the motherboard.

Looking to buy GTX690, other multi-GPU cards, or single-slot graphics cards:

I agree with brwainer in everything he just said. It probably will work, but who wants a bad NIC on their board? if possible, RMA it. Personally I have an old Z77 board with an i7-3770k, and I HATE that my NIC died and am forced to use an add-in card. sure, it works no problem... BUT MY PRIDE!

EDIT:

Another thought, do you have a utility for managing your network card that could be goofing stuff up?
