Cpu light on motherboard

I have a b250m pro-vd motherboard.  When I plug in the computer the cpu light lights up and doesn't boot any ideas?

Could be so many things. Do the fans spin? Did you double check all connections in the pic includeing sata and everything coming from the psu? And did you re seat your GPU and ram. I have had to re seat ram upwards of 20 times to get some systems to boot up and work properly.

Only the psu spins and I've reseated everything at least twice.

Could it be a dead cpu?

does it spin for a sec than stop or keep spinning?
