So I just did a new upgrade and changed out my cooler as well as upgraded motherboard and power supply as the last one died. 

 

And im getting idle temps of like 50c and whilst playing cs go it'll go up to 70c which are insane for a corsair h100i v2

 

any clue what it could be?

Incorrect reading, Not mount properly, faulty h100i v2 ...

 

What program are you using to read the temps?

Bad pump? That'd be the obvious. Those asetek pumps are freeking horrendous. apart from that I'd check the ramp up. If the temps start low, and ramp up slowly until they hit the quoted temps, I'd check the fans themselves, and see if they're spinning properly (from memory the AIO comes with SP120 fans) Static pressure shouldn't be a problem.

 

If the temperature spikes quickly either it's the thermal compound (unlikely as that gunk comes preapplied and is actually pretty good)  or the pump is DOA.

Oh ok. So far I'm also using CAM with not much issue. If that's the case, leaving only bad mounting / thermal paste or faulty cooler. Remount to try?

I would first try reapplying he thermal paste. I recommend doing it like this: 

It sounds like you need to re-apply your themmal pate, i recommend doing it like this:

1- Get some arctic silver 5 , Its the best I have found. 

2- Once you have taken the heat sink off, put some TIM remover onto some tissue, toilet paper will be fine, and gently wipe over the CPU/GPU/North bridge. until there is no paste left. 

3- Wait 2-3 minutes

4- Wipe all the surfaces you have just cleaned with a material like your t-shirt

5- Apply a line of thermal paste in a parallel line to the longest edge on the CPU.

6- Spred it out, you want a thin layer over the whole die, making sure that you can't see the die. 

7- Place the heat sink down and wait for about a minute to let the air escape

8- Put the screws back in a star like pattern, don't tighten them too much until they are all in, you don't want the heat sink to move at all. 

9- Make sure that it is all tight and reassemble you computer.

While you are make sure that the cooler is mounted properly and that It can't move, ensure that all the fans are working on the rad. 

Have you tried turning it off and on again?

I just took the cooler off, the thermal paste is bad, its old and clay like so im buying new stuff. but thank you very much. extremely helpful

No problem. You should aim to re-apply the thermal paste every one to two years.

Have you tried turning it off and on again?
