Sure. The cooler is a little excessive considering the PC MATE's rather "bleh" power delivery design but it should do nicely.

 

I'd pass on the LED fans, just by the way. It makes everything the color of the fan which is nice if the LED is white, but that's about it. That mouse also isn't very good. I'd pass on buying it and using something from around your house until you can afford a mouse with a decent sensor.

Spend less on fans and more on peripherals. Cheap mice are awful. My friend uses one of those mice, and it's not precise at all.
