Updated the OP

Did you make sure you fully set the ram in its slots? I know that has gotten me more times than I can count when building a pc. Also you should try checking each stick of ram separately by booting with just one in to make sure you don't have a dead stick of ram.

Motherboard still displays the 53 boot code on either stick, perhaps there is a cashe I must clear before rebooting with changes?

Yeah you may need to reset the cmos

The motherboard's manual indicates that if the "MemOK!" indication LED is shining entirely solid that the memory "is not properly installed" and suggests I reinstall them. Their previous and current orientation is as the manual suggests for single and double dimm installations, should I try other dimm slots?

Try manually setting  the speed, timings and voltage for your memory . I had a issue with my memory requiring  a tad bit more voltage  then the  rated 1.35 volts according to the manufacturer specifications.

Would be worth a shot if the PC booted or displayed.
