Tomorrow I'm getting a new PSU, the EVGA SuperNova 650 G3.
Now I'm wondering if I should turn the PSU with the fan to the outside of the case or to the inside?

I have a Phanteks Eclips P400S case and there is a little bit of space between the carpet and the computer, like in this picture http://imgur.com/a/Lzxiq

It also has a dustfilter to that side. So is it fine to just point it towars the outside, where there won't be a lot of space to pull fresh air from or is it better to point the fan towards the inside of the case?

Usually if you have a dustfilter, then upside down is the way to go. 

But I remember watching someone's video.. (I think Jayztwocents) and he didn't do this for his friends computer because the PC was on a carpet, and that would certainly not be a good way to get air for the PSU.

Should be fine to just install it fan side down. Most of the time the fan would be off due to eco mode.

When Eco mode is on, it suppose to make it quieter as it will keep the fan off at lower loads and only turned on when the unit get hotter. The issue with the G3, at least with the 850-1000w models, the fan would ramped up at such a low threshold (under 100wDC), the passive mode is essentially useless. Once the fan does spins up (which should be true with eco mode on or off), it would go over 1000RPM making it one of the louder PSUs on the market in comparison to the previous G2 model and the Corsair RMx at the same price point.

 

If you are getting a new PSU and is concern for noise, I would recommend looking at the G2 or Corsair RMx instead.

Should be fine as long as I don't use the eco mode right? I already ordered it so.

I would expect having the eco mode turned off would only make the fan fully active at 1000RPM+ min.

 

At the end of the day, it just a matter how noise tolerant you are.

I would have the fan facing outwards if the PSU is at the top of your case- to draw air in and pump it out through the venting, and facing inwards if it's at the bottom in order to not pump dust in; however, if you have a filter, that problem is solved.
