Cheapest Motherboard With Overclocking Capabilities?

So I'm thinking about building myself a budget PC for some gaming and animation, my laptop is also kinda annoying....   :-)

 

So, I'm making a PCParkPicker list and have chosen a Ryzen 1400 with a Hyper 212 EVO, would it be a bad idea to overclock it, if so what is the cheapest decent motherboard that is overclockable?

btw a 1600 which will be much better for animation is only 50 more expensive

these processors come with a stock cooler that's good enough to overclock a bit on so you could skip the hyper 212 and invest that money into other parts.
