Migrating old harddrive

How do I migrate my old hard drive with an installation of Windows 10 and all the files on it into a new rig?

Clean install windows on the new rig, then plug in the hard drive and copy paste files over.

You can clean install it as @Enderman suggests or use Macrium Reflect to clone the HDD.

Is it possible to just use the old hdd and plug it into the new rig

You can certainly try. It'll run as a non-activated product until you manually activate it which is usually just an automated phone call.
