Is it possible to have multiple GPUs of different generations or manufacturers independently in the same system? Like a GTX 980 and a GTX 1070 in the same PC but not in SLI? Or an Nvidia card and an AMD card in the same system but not hooked up together?

yes

I've had a 290x and 960 in the same system, both with proper drivers installed, running Folding @ Home

I've also had a GTX 480 and 980ti in the same system with no issues
