Ryzen 7 is pointless if you're considering "possible streaming". R5 1600 would be more than enough. What monitor(s) will you be using with this system?

I wouldn't advise going any lower than 3000MHz for Ryzen. It needs fast RAM to reach it's full potential.

I doubt that's the limit. It can probs go much higher, especially since it's an X370 gaming board.

Wouldn't the 8 cores help with multi tasking and such? Also; 2, 60hz, 24' monitors that are just laying in my house (I don't know refresh rates). Until later on

Depends on how much multitasking. If you are going to stream the 1700 will do better than the 1600 depending on the game and it doesn't cost that much more for 2 extra cores. Also the 1070 you choose is way overpriced. I got my gaming x for 400 and you can get a zotac card or even asus card for much cheaper.

I've been trying to look for a good 1070, so I just threw one on for the time being, do you have any specific 1070 you recommend with good price for performance?

It's more than $100 extra for an R7 1700 over a 1600. Or, 50% extra on top of the 1600 for 2 extra cores. When the 1600 is more than enough for gaming and "possible streaming".

Sure, they'd help. Are they necessary? Absolutely not. It's a waste of money unless you absolutely know for a fact that you'll be streaming a lot. 2 x 1080p monitors? GTX 1070 is a bit overkill tbh.

Dude the price dropped for the 1700 and it's a 1300 dollar build. 100 dollars is nothing for 2 extra cores for a 33% increase in the amount of cores. If they were doing a cheaper build I could see your point but not with a build of this price.

It's 100/1300 not 100/200. You clearly don't know how price to performance works when building a new system. That's like saying if you are buying a 100 dollar psu vs a 50 dollar one on a 2000 dollar build isn't worth it because it's a 100% increase in price.

No, actually. It would be like comparing an 850W EVGA T2 to a 750W/850W EVGA G2. The G2 unit is almost half the price, and more than adequate for the vast majority of users. The T2 on the other hand, while being the superior PSU, is not worth the extra money.
