Nvidia GPUs almost never go down to their base clock. if my GTX 1070 was running at it's base clock, then it would suck, and would probably be beaten out by an overclocked RX 580.

 

Pascal GPUs usually boost to somewhere in the low-mid 1900s out of the box, and can be OC'ed to slightly over 2Ghz

It is a bit awkward but if you bought your card from a retailer (not used) I don't think you are going to have any problems.Be sure not to void the guarantee.
