720p60FPS

Use Intel Quicksync

Bitrate set to 2500 - 3500

No point in streaming past 720p60FPs unless you're a partner

I recommend you use constant bitrate (cbr).

For 60fps I would recommend a minimum bitrate of 4500 Kbps for 1080p and 2250 Kbps for 720p (your connection should easily handle both of them), you can then judge the quality/performance and increase the bitrate if needed.

For sure it's a good idea to try NVENC on your "dedicated" GTX 970 since you will take away workload from the CPU, tough I have no idea how the system will perform with two different video card. However if the game you want to stream is not too CPU-bound, you could easily get away with the x264.
