This should be good enough for streaming. Choosing a Ryzen CPU seems better than getting a 500 USD Xeon and then cheaping out on everything else. Dedicating the extra 2 cores to streaming is good enough for early streamers. If you want to replace the GTX 1060 with an RX 580, it's a bit extra, but should be fine.

Edit: nevermind stupid answer don't kill me please. :( (immediately assumed you meant steam streaming for some reason)

If you mean twitch streaming, get a r7 1700 or r5 1600, then slip whatever GPU you can in. Maybe with that budget you'd need to go with a rx 570/470.

 

If you mean steam in home streaming, anything. Literally anything, a q6600 would even be overkill. :)

I would spend 500 on a xeon and the rest on cheap mobo, ECC ram and stuff
