Future proofing is an impossible concept. You cannot achieve it, so do not worry about it. As for which setup is better for strictly gaming, it's hard to say considering you won't be overclocking. Technically speaking, the 7700 has a better boost table that will allow it to boost to 4.2ghz, while the 1600 (non X) is only capable of a 3.6ghz turbo boost. This 600mhz difference in core clocks, on top of a slight IPC disadvantage (roughly 5-7%) means the 1600 will fall behind in single thread-bound titles.
That being said, for the future, the Ryzen platform has a better upgrade path, and the CPU's are unlocked. This means if you need additional performance, it wouldn't be out of the question to take that 1600 to 3.8-4ghz (depending on luck of the draw) to close the mhz gap. It will still fall behind in single threaded scenarios (the 7700's all-core boost is 4ghz, with a single core being able to boost to 4.2) and that 5-7% deficit in IPC still exists, you will still see better minimum framerates in titles that can leverage the additional cores. Multi-tasking will also be smoother on the Ryzen rig, due to the slight core count advantage.
If you are not overclocking, and do not plan to overclock at all in the future, I'd have to say that the Intel rig is better for what you plan on doing. If you feel like you are wanting to OC, and do so on a stricter budget, Ryzen offers the most bang for your buck at the moment.
