So i assume looking at the startup this is on Windows 10 - is your Windows Firewall turned on?

If so, have you allowed Port 443 Outgoing for UDP for all domains (Domain/Private/Public) ?

Should it be running as UDP, or should it be TCP?

Try changing the port back to the standard 1194 - and disable your Windows Firewall completely and try connecting - see if you get the same message.

If it still doesn't connect then try a telnet to the port.  From CMD -  telnet <address> <port>

It may be getting blocked on your router still.

You might want to see if there is an IPSec option for your router, if so check that it is enabled.

i found the issue my isp or router makes all the devices have the same public ip. so if i don't set one i can vpn in the network. so i need to find out the public ip solution but until then i have i semi useful vpn.
