for 1440p you should consider GTX 1070 or GTX 1080 or wait a bit and see how Vega does (most leaks doesn't show anything promising however)

Depend on how much to spend, what resolution, what side are you in right now and games you play

 

Generally 580 8GB>1060 6GB/480 8GB > 580/480 4GB > 570/470 8GB > 1060 3GB / 570 4GB > 470 4GB > 1050 Ti > 1050 / 560 > 460

Honestly I would normally say go with a 580 if that is your price range or go nvidia of you have a bigger budget. The only problem is that with the bitcoin mining craze themail stock if all amd gpus has been kinda crap lately leading to high prices so depending on pricing the gtx 1060 might actually be the better deal. This is totally dependant on if the prices are still messed up though.

rx580 8GB/gtx 1060 9Gbps>gtx 1060 6GB/rx 480 8GB > rx 480 4GB > gtx 1060 3GB / rx 570 4GB > rx 470 > gtx 1050 Ti > gtx 1050 > RX 460/560

Well if you are going for 1440p you will want a gtx 1070. I would say wait for vega but at this point who knows when that will be.
