which one should i go with for a custom water cooled build

the ONLY intel cpu that anyone should be considering is a 7700, and its on a dying platform and has worse studders than ryzen

13700k, 3070, 32GB@3200

so i guess its ryzen unless i want the 7700k

Not really, the 7700k has significantly poorer CPU encoding, and unless you're playing twitch games competitively at ultra settings at 1080p on a 120/144/200 Hz monitor the difference in FPS is negligible at worst for most games. Moreover when streaming the minor stutters the 7700k sees in some games(Fallout 4 for example) get worse. Of course, if you're using a GPU to encode that's not really an issue, but I doubt you would be looking at a 7700k if that's the sort of money you had to toss around. At this point in time, the only real reason to go with the 7700k is if you're planning on delidding the CPU, slapping some liquid metal thermal solution in there, and then doing some serious overclocking.

I went from a 4790k to ryzen, initially gaming performance was lower. Right now at 1440p I've seen around a 6-7% improvement on the 4790k well worth it, just make sure you get the fastest ram you can afford, 3600mhz is the nice point at this time, 4000mhz is available but yet seen on ryzen

I've used Rise of the Tomb Raider as my basis since I built it. Going from release bios and 2133mhz memory to newest bios, 3333mhz ram speed and the new performance update boosted me from around 87fps to 100.7fps (4790k was 94.06 I think)

also so worked out yesterday a ram stick was faulty, one stick posts XMP settings at 1.35v, the other required 1.5v and slackened timings, rma going tomorrow all this time I though it was just ryzen memory compatibility.

lastly, even when the fps was lower than the i7 it always felt smoother
