CPU Clocks high

So i have a i5-4460, and when i watch twitch and when chat goes like faster then normal my CPU clock goes to MAX https://gyazo.com/2e9c3ec2dd3cc8ff80842368c9469239 i tried formating the PC, wont work, and the thing is, this didnt used to happen i dont understand whats going on, any idea ? its really annoying D:

What con exactly is resulting from the CPU clock increasing?

Stream being choppy not being smooth at all, i have to hide chat if i want a lag less experience and even then it will still stutter from time to time
