In that case scrap the 1070, save for a lil while longer and get a 1080? What cpu and mobo etc you running?

Currently am running on a 7-year old laptop bc my other expensive laptop just died and I can't repair it. 

As I said I will be building my PC over the next month and I kinda can't wait any longer since as I said I need it , so at the point I have almost all parts ready I will just get either the 1070 or the 1080 depending on how much I have at that point.

Does it even matter? It's 25% faster than a 1070 (yes even an overclocked one) and that's what really matters. If the OP wants to get a 1070, he should get a cheaper one for $350 or so

If you are going to get a 1070, get a cheaper one. There's no need to waste money on a high end 1070

I would recommend a Ryzen 5 1600 with a GTX 1080 instead. It will perform better than a 7700K with a 1070 :D

So any reasonably expensive purchase will incur additional taxes. So  they'll buy inside the country - probably the price difference between a 1070 and 1080 would still be significant.

Sound reasonable , but since this is my first build I am more comfortable going the Intel road since there is a huge number of people running the 7700k, but I will look into it since many people seem to like Ryzen

You are somewhat correct , I will be purchasing mostly from the US though

currently according to my knowledge the difference between any 1070 and  its corresponding 1080 will at least be $150 and unless the prices drastically change after Computex it's going to remain the same.

 

Moreover , I am limited to what brands I can buy that's why I only mentioned the 4 cards in my initial post as they are most available to me

Yup just get the cheapest 1070.

When you later on sell it - nobody will care whether it's Asus, Huawei or Disney. The buyer will be looking for an upgrade via a used GPU - so the main factor will be the type of the chip inside the thing :)

True; however apart from very specific ML stuff  the more cores and threads count will never be really utilized and even then the difference is minimal (at least for the next year ) . 
If I am going to go for ryzen it will be likely so I am able to go for the 1080.

As I said I will be looking at  ryzen options over the next weeks to see if I will comfortable going for it
