Running fans at 0%

Assuming it can keep cool, then no (Though it should still stay reasonably quiet). Many GPUs already have this feature built in. 

Quick dumb question:

 

Is there any reason not to run a fan at 0% while the PC is in idle? Like risk to the fan/ mobo headers because there's current flow without any work happening.

Depends on the chip and cooler you have. If you have a fairly low TDP chip and a big heatsink it should be able to run passive. Running the chip at lower temperatures leads to longer life, but it's really up to you.

I only have three fan ports so I still have my 140mm exhaust which i keep on because it's silent anyway. I now have a curve where if my CPU is under any kind of load my three front intakes will kick in
