Mouse lagging when playing games/ CPU usage being choppy

Whenever I play bf1 or other games my mouse feels like it's stuttering and stopping. I also notice my CPU hits 100% usage and goes down and then up. My games also lag whenever the CPU hits 100%

 

i5-4690k oc 4.0ghz

gtx 970 ssc

16gb ram

all games or just bf1?

cause bf1 is really cpu intensive

edit : can you show us what other programs are using how much cpu?

they shouldnt just eat up 30% while playing

IIRC the red outline means its being overworked. Try resetting your OC, maybe something wants more voltage

For resetting the OC, I just use the built in one. Would that mean just turning it off an on?

try it without any overclock. Then see if lowering settings or using Vsync helps

I would stop any background processes that you don't need and see if it's any different. Otherwise, check Resource Manager and see what is taking the most threads aside from your game.

it just show the redline whenever the overall cpu usage hits 95%(i think 95%,not sure when exactly) or above

I'm unsure on how to stop something from starting back. Because whenever I stop it, it just comes back.

yep! more voltage would fix it, although i recommend just leaving it stock

On my HDD sometimes its at 1005 and not red, while at 65% and red. IDk, that is a really crap HDD though...

It appears it has spread to all my games. All games have no become unplayable.
