System interrupts problem

So this is my problem:

CPU at 20% while idle. System interrupts being the problem. BUT WHY?

I've been having this problem for like 2 months, tried to look for a solution when it first started from ALL over the internet but none worked. I also did 2 fresh Windows re-installations but the problem continued... I gave up since it wasn't affecting my performance in gaming or in other tasks but you know... it worries me since it isn't something normal.
CPU temps are at 50 C° on idle (Intel's stock cooler) and I DIDN'T OVERCLOCKED THE CPU so i don't know why the f*ck it's at 4,08 Ghz when the boost clock for this one is 3.8Ghz.

Furthermore, as I already said, I did try many generic solutions i've found on many different forums but I don't remember them in order to enlist them so if you wanna help me just throw many solutions at a time and I'll tell ya if I already tried it or not.
Specs: CPU: i5 3570k
            GPU: GTX 1060 6GB OC

            SSD: Samsung 850 EVO 250 GB (where the system is) + a 1TB HDD (Idk if it's a coincidence but many people who has this problem do have this exact SSD, and the problem started a couple of days after I installed it)

            Mobo: ASUS P8Z77-V LX
            PSU: 500W Cooler Master
            RAM: 8GB (x2 4GB) DDR3 1600mhz


Idk if I'm forgetting about something else. I'll let you know with your replies.

Idk if you're just trolling me or what, but this task cannot be ended since it's not a "process" but a set of requests sent to the CPU (or something like that)

Have you tried a different task manager?

Try using third party software.

Sounds like a hardware problem, since you already did a fresh install
