Could you make me a gaming build for playing AAA titles like Battlefield 1, CoD Infinity warfare on 1080p, preferably close to 60Fps if possible for around $400U.S.?

yes get a old OEM system with a i7 3770 than 

- add a hdd+ssd

-get a better gpu such as a rx480

-get a new psu

hahaha look at my Lapis build. Pretty much exactly what I did, Cost me very very little

Get a used system with i5/i7, buy a good GPU and PSU
