I have roughly $60 to spend on a water cooler. I am looking at the Corsair H60 which is $70 or the Corsair H55 which is $60. Which should I buy with my given budget? Should I save for a H60 or is there next to no difference so go for the H55? Or scratch that and get something like a Cryorig H7?

As a general rule, 120mm AIOs aren't really worth the money. The extra speed that the fan will have to spin at will make them louder even than some air coolers, and so aren't really worth the money.

 

Your best bet would be to stick with a good air cooler like the Cryorig you mentioned, or Hyper 212 EVO, and save for a 240 or 280mm AIO.

I'm not sure if I can fit a 240+mm rad in my current case, a Thermaltake Versa H22 Plus, so I guess I will go for the H7

By the looks of things you are correct, and cannot, at least according to the official specs. A 120mm AIO wouldn't do any harm, but you may as well save yourself some money and go with the H7, unless you are concerned about the aesthetic. But if you are purely concerned with performance, you won't see much of a difference between the two, and will save yourself some money.
