Look at the voltage.

This kind of behavior is sub 1.05V core in 3dMode. Which is normal in Pascal. 

 

Try this on Maxwell and your card will burst into flames. But pascal can handle quite easily 2000Mhz on air with 1.075~1.09v core (3d mode) without breaking the 79ºC mark at 25º ambient up to 1080 (non Ti) model and a standard fan curve on open air designs. (Blowers are another story). 

 

Add up the puny tiny power consumption you have in the card (75W + 25W extra juice) and even if you wanted to, there is not that much heat to dissipate. As you said, the fan is full throttle so impact is even lesser. 

 

My personal point of view on this case is:

1) Voltage is probably sub 1.05V

2) You are not looking at 3d mode temps (not every load is the same, launch something like Unigine and let it loop for at least 20 minutes). 

3) Fan is more than capable of dissipating the heat transfered in the heatsink.

4) 1760Mhz is no big deal for Pascal architecture. (Not talking about the card).
