It's showing 0 RPM.

1 make sure its plugged into the correct CPU header on the MoB, then crank it up to full speed and hit f10 to save and reset, then it should be good.

Motherboard please? I'll find the latest bios and you can compare it against your current version.

This is a good short term fix if it works but he still needs to diagnose the underlying cause, because he doesn't need the fan going full throttle all the time wasting power and making noise.

It should be good until he can buy one.

If you can't peg the fan curve using manual mode at 100% then you may have a bad motherboard.

1st check your BIOS is the latest (use another computer/smartphone if required)

2nd triple check you are connect to the right fan header on the motherboard.

Lastly if none of the above work you may have to return that faulty motherboard.

EDIT: I doubt it is possible anyway but you need to stop using the PC whilst in this condition. You will risk damage to your CPU otherwise.

The CPU cooler is very unlikely to be the issue here... Please do not confuse the OP. The fact that it works erratically indicates bad speed regulation from the motherboard.

My bad that totally left my mind.

I tried connecting it to the System fan header but still got the same result

Sounding unlikely now but check that bios version then return the motherboard.

Now, I have connected my 3pin case fan and its working perfectly fine at 100%

No, its behaving like that from the start, and I have connected my case fan to sys_fan and it worked totally at full speed.

The thread's a bit of a mess and I'm not sure what the current situation is.

Did you fix your issue?

What header are you powering the stock fan from?

, I tried in powering in CPU header and all the SYS_Fan header but got the same result, but when I connected 3 PIN case fan in SYS_Fan header, it worked just fine at 100% speed, don't know if its motherboard's problem or coolers.

So the case fans works but not the stock cpu fan, correct?

Are you using the default motherboard settings?

Yes, and I haven't change any settings, I just tried to 100% the speed of fans but it didn't work.

And normally my case fans are connected via molex to PSU but just to test the motherboard I connected it to motherboard.
