You have an i7 7700k one of the best processors on the market, in order to use that to its fullest extent your going to want to get a 1070 to a 1080Ti, whatever fits your budget best. If your intreastead in 4k gaming then I recommened going to the 1080Ti if you prefer sticking with 1080p the 1070 should be able to do games at 144Hz just fine.

wait for Vega, its right around the corner and nvidia said they're ready for a price war

Think I'll wait a little longer then as I get paid again in two weeks so should have more money. :). Might be able to upgrade the monitor at the same.

Do the smaller cards perform less or just the same? What am I losing with a smaller card?

They should be able to perform rather close at the base clock. A smaller card will be more limited in overclocking however.
