Is This Overclockable?

It's overclockable on that motherboard. How far it will go will depend on the cooler and how good of a chip it is. 

 

/if you're looking at buying that hardware, don't.

Yes, and that depends on many things which we can't determine by more than lucky guessing. Maybe you could hit 4.5 GHz, who knows.

Your bios should have a multiplier setting for overclocking
