Ok so my friend shared his steam library with me on my macbook, but he moved away before I built my gaming PC. I just realized that I could potentially stream games from my macbook to my PC over in-home streaming, but I would prefer not to use the integrated graphics on said macbook. Steam gives me the option to download steam games shared to my macbook on my PC. The games that are only availible to windows machines (i think) only allow me to download them onto my PC. If I do this, will it utilize my PC hardware instead of my macbook hardware?

Yes. It will be running on your PC. Why don't you ask your friend to do the game share again on your PC if you are still in contact with him?

he moved, and doesn't want to give me his account info, even after I told him he could change his password and then change it back XD. Thanks for the help!
