Is it normal for "restart" to have much slower boot time than a normal boot?

On a regular boot, my Sandisk SSD Plus boots in around 15 - 20 seconds (can vary) with fast boot enabled. Although, on a restart (restart button in Windows) it takes around 35 - 40 seconds for the PC to get back into Windows. Is this normal?

Yes cause it has to shut down first and then boot up.

Pretty much yeah, but that's one of the factor as to why your PC boots up faster when it's Off then it is when you restart.

Because when you restart, the PC does a complete shut down first and then it cold boots. While when you simply shut down with Fast Startup enabled, it does a partial shut down, so it can boot back up faster.

Okay, I disabled "fast startup" and "fast boot" and my boot speeds are still good (23 seconds). Now, my problem is, is that when first time boot from cold (PC off for around 12 hours), around 5 minutes later after loading into Windows 10 all 3 of my monitors will go black and lose signal. I have checked and there are no power saving options that would put the displays to sleep, I have disabled them. Moving the mouse and keyboard does not make the monitors wake up either.

 

Only way to resolve the issue is to do a hard shut down and restart the PC. On the second boot it does not shut off my monitors at all.
