Well by cheap I meant under $800, I should have said that, what would you recommend as a PSU for the build and I went with the Ryzen 5 1400 because it will last longer for what they need then one of intel's cheap 2 core CPUS and the fans were just because they are really nice an quiet and I like to use them for builds whenever i can

if you're parents are just doing nothing other than simple web browsing a 1400 is overkill. a G4560 would be more than enough for years. do you have anything other than the gpu you can reuse?

All I really have around for a system is an old FX-4300 and some DDR3 ram but I really wound't want to give them an old FX chip especially such a weak one at that

a simple web browsing rig doesn't need anything much, even a potato is good enough. reuse it and just add in an ssd, it will keep up just fine.

PSU - any unit with semi-fanless fan/low RPM profile fan/hydro bearing fan like EVGA G2/G3 and Bitfenix Whisper M
Ryzen 5 1400 not the best value. The G4560 is a cheap 2 core CPU but IT HAS 4 THREADS which makes it the best budget CPU right now.
Why you want to get case fans if you want full silence? Fans definitely will make noise no matter how quiet they are. Why not just don't get them?

You are right. I could went with any air cooler and any Seasonic PSU like M12II that has been reviewed very silent to save money

a G4560 would have been more than fine with an intel stock cooler and cheap s12ii/cx450m. remember that a g4560 eats very little power, on it's own that psu isn't gonna go over 100w on load so the psu fan doesn't need to move very quickly to cool the psu, making it silent.
