go used on the motherboard and GPU (get a used 980ti instead of a 1070 and then overclock it to reach the same performance level). Z97 boards are hella cheap used, around 70-80 dollars on r/hardwareswap. 

the X61 is a sweet cooler, but a bit expensive. Check out the Cryorig H5 instead. 

Don't buy extra fans, the two included in the S340 elite will suffice. 

An m.2 SSD isn't really necessary, just go for the cheapest possible that's not a sandisk drive. Used is also a good option here, again r/hardwareswap.

A regular S340 will bring costs down a little bit if you don't mind losing the tempered glass, but it's your call.

Hold off on the cpu cooler. Use the one that came with the cpu until you have saved up enough for something like an H7. You won't be able to overclock, but you will have a nice system.

Lesson learned here, never buy parts at different times. Buy them all at once, so you won't end up where you are at now.
