Windows turns screen back on automatically?

So I am having an odd issue where my PC is turning the screen back on immediately after it turns off automatically. It will turn the display off after 5 minutes of inactivity like I have it set to do but a second or two after the screen goes blank it wakes back up like I have moved my mouse. Its a bit annoying because I have to manually turn off my monitor if I'm not using my PC but don't want to shut it down yet. Anyone know what is causing this and how I can fix it? I am running the latest Windows 10 patch but not the creator's update (hasn't been pushed to my machine yet).

Why not just turn off the monitor period? Save some energy when you're not using it for a while.
