which games do you play?
Have you turned Vsync on? (This limits the framerate to your monitors refresh rate, usually 60 Hz)

Nothing wrong there.

Could you download a benchmark and try it, Unigine Valley is free. When its done save the result and paste them here.

Hmmm, ok so what are you using to measure the FPS in these games because it appears as though your GPU is running perfectly

nvidia fps counter

Did you have the FPS counter running when you ran the benchmark? Did the numbers displayed in the FPS counter match the numbers displayed in the benchmark UI?

Something weird is going on here because your GPU is working fine as shown by the 200FPS max on the benchmark and your score matches the 1070 score too.

Then sorry dude but I am stumped. The only other suggestion I would have would be to DDU your display driver and reinstall it from scratch but in your case I seriously doubt that would help anything.

Perhaps its a setting on your monitor? (I'm really clutching at straws here)

No, any issue your having with bad FPS in games should also have affected the benchmark too and yet the benchmark ran perfectly.

My initial thought was maybe Nvidia FPS counter is measuring the FPS wrong, the test for that would be to install Afterburner and enable its OSD FPS counter to see if you get the same results.

Right Click Nvidia Geforce Experience in tray, click on control panel. Navigate to the 3D settings, scroll down until you find power management: Set that to max performance

Main:  1650 v2   @ 4,6GHz   -   X79 Deluxe                -   GTX 1080 @ 2000MHz   -   24GB DDR3 @ 2400MHz / CL10
