My Time Spy benchmark score is about 3980. I see that  there is score above 4000 with my GPU similar specs. Is my GPU under-performing?

You're complaining b/c your score is 20 lower...

No, these cards are extremely sensitive technology, even on mass production there can be significant variances due to components, all inside margin of error and in overclocking world the "silicon lottery"

Timespy is purely synthetic and can not be a measure of performance based on what you experience. 

 

 

Are you able to play the games you want at the setting levels you want?

 

Are you able to play the games you want with acceptable frame rates with little to no frame stutters or drops?

 

If you don't feel you're getting the experience out of your setup that you want, then there are likely things not right, but you can't think because you are not getting the same score as others in a synthetic benchmark that your setup is under performing.
