Should I go with the I5-4460 and a GTX 1060 3gb, or the I5-7400 and GTX 1060 6GB.

 

I understand that the latter option would be the better option but since the former option is cheaper will there be any major differences between the two in the foreseeable future.

i5 4460 and rx 480 4gb

I wouldn't do any further back than haswell. And if it's possible in go with a k skew so you could overclock a bit.

Get an RX 480 8GB for max performance to price ratio in your price category.  It will get at least 60+ FPS in almost all modern titles (2 or 3 exceptions) at 1080p

The i5 7400 is slightly faster, But on Kabylake, You're on a more modern platform, Enabling more upgrade paths in the future if you want to futureproof it.

Plus, on Kaby lake Optane is an option

Ahhhh I didnt know the new cards were out so soon, thanks for that and don't worry I'm not urgent in buying a PC. But again thanks for that I will definitely wait for the reviews and benchmarks.
