Usable memory is a calculated amount of the total physical memory minus "hardware reserved" memory.

Does you mum know you're here?

A piece of your memory is set aside to be used for the integrated GPU. Usually it's changeable from 32MB to 128MB (or more) in BIOS.

Other hardware may be using the RAM as well. I wouldn't worry about it too much.

Please don't use all caps. On the internet this is considered shouting so it really lowers others opinions of you. You're less likely to get help if you shout at people.

I edit my posts a lot.

Your system reserves some of the ram for itself. This happens on all computers and isn't a malfunction. For example, I have 24gbs of ram but I have around 23.9 usable.
