My whole PC is lagging after I installed my new rx480

Okay so I need a bit of help. I just got my new xfx rx480 gtr and after I installed it my computer started to stutter and lag.

Ive tried finding a solution on google but nothing worked so far.

CPU: i5 4460

Mainboard: ASROCK B85M Pro3

GPU: AMD RX 480 XFX GTR

No I deleted all my old drivers using DDU

Did you check your resolution settings on the monitor? New GPU's can default the monitor to a lower htz rating automatically (Happened with my 1080, had to manually change it when I got my 4k monitor) Check your monitor settings and see what the htz is set to.

No I dont have any bloatware installed and no unusual programm is running.

Run CCleaner for registry errors and fix them

the suggestion of the amd bloatware is a good place to start.

open the system utility manager and stop some of it from running.

download amd crimson software and make sure your on the lastest drivers (i had the same issue with me xfx rx480 rs)

Okay so a clean install did not resolve the issue.

I've ran ccleaner and I have downloaded the latest amd drivers (17.4.1).

I dont know how to access the system utility manager to prevent bloatware from running.
