That's quite high . I got the same config . Get 32C idle and 48C load with the wraith spire.

I'm actually running at 3.5ghz daily until i get mounting hardware for my aio . I get 55C at 1.2V , but can go up to 3.8 if i'm ok with 80C , which i am not .

Maybe reapply thermal paste ? What's your default voltage ?

AMD Ryzen R7 1700 (3.8ghz) w/ NH-D14, EVGA RTX 2080 XC (stock), 4*4GB DDR4 3000MT/s RAM, Gigabyte AB350-Gaming-3 MB, CX750M PSU, 1.5TB SDD + 7TB HDD, Phanteks enthoo pro case

All stock... only RAM is OC 2400mhz. Board ASUS x370 PRO 0515 BIOS (latest) At CPU-Z ~1.36-1.39V. Should buy one termal paste then. Grizzly?

Any high quality paste should work. But i am using the stock paste. Are you sure the cooler is properly mounted

You have plenty of thermal headroom.  Anything below 75 C is extremely safe.  Throttling occurs at 95 C, so I would aim for a 24/7 overclock at around 70-80 C tops.

Just be mindful and don't add more voltage than you need.

Depends on your usage IMO. If you are running under constant load, then 80°C will be fine, thermal paste degradation may occur faster, and need replacing every every year, and you will need to be more careful about dust build up, although if you are giving it inconsistent load expansion and contraction of the various materials between this temperature and ambient could wear out the processor causing cracks etc. This may reduce its life significantly.

I found that at 100% fan speed the wraith spire was not audible, so just pinned it there. At 3.8GHz, it was below 80°C, which I would consider safe for my use.

I did have a couple of spare Corsair H100i's lying around and switched to one of those, and the CPU is running under constant load @ 3.8GHz 1.275V, 45°C. An AIO is extremely overkill.

Not first time i build PC for me and previous i have Sempron Phenom FX with 120mm air cooler EVO212 remounted that 20 times with new pastes. AND R7 1700 cooler is so easy to mount. Just 4 screws X direction tightening.
