Go for an unlocked CPU. Would be better an i5 from the seventh gen, paired with a z270(it's better for OC)

The i7-7700 non K is better and cheaper (than an unlocked i5)

Looks fine, only one slight niggle and that is you can do this instead of getting a skylake CPU :)

Why? not everyone wants to overclock you know :P 

Plus in order to overclock, you'd end up spending quite a bit on the cooler (and motherboard) where you'd be able to buy a locked i7 instead.

i5-7600k is cheaper than the i7-7700. Around $50 between these two.

Yes, but the CPU cooler is minimum another $30 and the mobo is inevitably more expensive.  LOOK \/

You could use that 250 on the i5 too.. so why are you complaining about that little difference at all?

Because you still need to tack on the cost of the fan and then you can't OC the i5.  Unlocked i5s are more expensive

The 212 Evo is not enough for the 7600K :P

Ermmmmm, you do know that you need a Z270 motherboard to overclock the 7600K, right? And you do know that they are more expensive, right? And, the 7600K is a heat producing monster, the H100i is is barely enough for 5GHz.
