Core i7 4790K Idles at 60degress with corsair H100i GTX Liquid cooler

Here is my problem. 

I've got a Core-i7 4790k with corsair H100i GTX dual fan liquid cooler and temperature is at friggin 60 DEGREES Celsius at idle.

 

What I've Tried

  1. Cleaned EVERY component fully and thoroughly, Applied NEW thermal paste in perfect way. Still the same.
  2. Disable turbo boost , reduces may be 5 degrees max but still, it's friggin hot.

What are temps at full load?

After 2 minutes of Prime95 - Full load, TEMPS are at 90 Degrees Celsius
