rum memtest86 and see what that says first

I spent $2500 on building my PC and all i do with it is play no games atm & watch anime at 1080p(finally) watch YT and write essays...  nothing, it just sits there collecting dust...

Make sure your versions of Windows are both 64 bit (x64). 32 bit (x86) has a limitation of only being able to address 4GB of memory max. So even if your BIOs detects 8 GB of memory, Windows can only address 4GB.

memtest86 is sortof its own thing, you put it on a flashdrive or whatever and boot to it. it tests your RAM. its also an included feature when installing many Linux distors. it basically goes through every last bit of your RAM in any ways it can and checks for errors and if there are any your RAM is buggred. use it to see if its the Windows install thats broken or your RAM

Which leads me to the conclusion the RAM isn't the problem.
