CPU Bottle necking

So my cousin Nick needs help with he graphics card I recommend him. He go the RX 480 8GGDR5  Msi edition. But he is not getting the frames he can be getting and I think its because of cpu bottlenecking. He has a AMD A6- 7400K. He doesn't want to spend more then 200$ I was thinking about reconmending the Amd FX-6300 or the FX-8350 But looking to see if I can get some help before I send him off, Also need a motherboard suggestions The computer he bought was pebuilt and its called Cybertron spectrum qs-a6 gaming desktop

Get the GPU now and wait for Ryzen 5 to decide on a CPU.
