I just bought this Dell Xps 420 for 60 dollars. It comes with a Q6600 clocked at 2.4GHz.

 

It is missing RAM, harddrive, video card and cooler.

 

What is my best bet (Part wise) to get this thing performing at its max, for the least amount?

Drives and Video card: pick up whatever you can for cheap used.

 

RAM: Try for 2GB DIMMs, the RAM itself doesn't matter (as long as it is compatible (DDR2 I think)) 

Cooler: I'd just look for a compatible one new, as they are fairly cheap anyways. 212 Evo might be compatible.

The lack of a cpu cooler probably screwed you up.

They are like weird and use a very odd mounting system and the mounting holes are waaaaaay off. Also i even think there aren't even 4 holes...

There are 4, but they are extremely far apart....

for max preformance/$ spent get an R9 Fury, its the best value card, its not sutiable for this build at all but its amazing value atleast lol. anyway for something for this build, grab a GTX 680 seeing as its a GTX 770 but cheaper and they go for not much, for the RAM you want to either get some nice 800MHz dims or cheap out like crazy and grab the cheapest you can, you dont need more then 4GB tbh. for cooling get a decent air cooler like the Hyper 212 or if you can find a nice Noctua cooler with no fans like the NH-D14 and then grab some fans for cheap from someone selling water cooling parts or something. for a chaper GPU the RX 460 or GTX 660 are good budget options aswell

I spent $2500 on building my PC and all i do with it is play no games atm & watch anime at 1080p(finally) watch YT and write essays...  nothing, it just sits there collecting dust...
