RX 470 vs. RX 480

I am doing a sort of budget build and was wondering if I should get an xfx rx 470 https://pcpartpicker.com/product/gt7CmG/xfx-radeon-rx-470-4gb-triple-x-video-card-rx-470p4sfd5 or a powercolor rx 480 https://pcpartpicker.com/product/nxVBD3/powercolor-radeon-rx-480-4gb-red-dragon-video-card-axrx-480-4gbd5-3dhdv2. I'm only asking because I heard that powercolor is a second tier brand and I'm wondering it is a bad card.
