Try validating game data

Try changing the settings in geforce experience

Try changing the resolution

Check in geforce experience if your gpu is even connected.

You should be pulling bare minimum 60-70 fps most of the time with that setup at a mix of very high to ultra settings. I mean that's what I get with my GTX 970 and two cores on my Xeon E3-1231v3 disabled to simulate a 3.8 GHz Haswell i3 (with all cores active on my Xeon it's more like 85-95 fps). Are you sure you don't have your monitor plugged into the motherboard instead of the gpu? Because 10 fps at 1080p sounds like the performance to expect out of integrated graphics.
