Is "Asus Optimal Mode" Making my CPU Throttle?

So I have my gaming pc for the sole purpose of playing Counter Strike. Recently, I've had a huge problem with frames going from consistent 300fps to 30-50 fps. Usually it goes to 30-50 fps when something cpu intensive occurs in the game (i.e. multiple character models appearing, a lot of fire Molotovs or smokes blooming). I've tried EVERYTHING in order to make this "fps suttering" stop occurring. I've changed launch options, disabled everything I have running in the background, updated drivers, changed gaming config, you name it. 

 

However, the only thing I did notice is that I enabled "Asus Optimal Mode" in the bios a few months ago. I kept it on since it boosted my overall fps, however, lately I have just been experiencing these sudden fps drops while playing. Could it be this? I'm not too sure what the optimal mode does to be honest. It almost seems like it overclocks my pc. Is this the source of my problem? or could it be something else? someone please help.
