What do all these different clock speeds mean?

The speed listed by the CPU is the stock clock speed. This is the highest speed the processor should maintain when not under load, provided it is not overheating.

 

The Maximum speed it lists is likely the highest speed that Turbo can apply to all cores (although that's just in this case). This speed will only be seen if there is a sufficient load on both cores of the 4510U, and only for the duration of the load.

 

The Speed by the utilization percentage is the highest speed of a single core, which it can go up to 3.1GHz. This speed is usually seen if there is more load on a single core than the others.

 

Turbo speeds depend on load, thermal headroom, and power draw headroom.

I wanted to know what's the difference between the three CPU clock speeds shown in the task manager on Windows 10. Can anyone here guide me?

I should probably mention this is from Dell Inspiron 15 5547. 

The screenshot was taken while the laptop was on high performance.

actually, from top to down, left to right I'd say:

- base frequency of the CPU

- overclock frequency of the CPU (current CPU frequency)

- maximum (boost) frequency of the CPU

Top right is base, maximum speed is turbo, and speed is current speed.

The one at the top is the CPU stock frequency. The other two should just be ignored as they don't seem to really mean much at all. My 3930K is overclocked to 4.0 GHz with turbo disabled, and my task manager looks like this:

Perhaps when sometimes overclocked, but that bug is rather rare for stock speeds. When I ran my 5930K at a 4.17GHz OC, it listed speed as 4.17GHz along with CPU-Z and MSI Command Center, with max being the maximum that the 5930K has always listed under every OS I've used it, stock or OC'd - 3.5GHz.
