Why is my Graphics card under-preforming?

So here is a problem, I have a Nvidia Geforce GTX 750ti clocked at 1020MHz core and 2100MHz Memory (confirmed via MSI afterburner). The Major problem is that no matter what game i play, i get capped at 20fps when i KNOW it can do much better. Also, the GPU usage does not EVER go above 50%. Rarely, it goes higher than 20fps but that is VERY rare. Can anyone help me? Ask me if you need more info. Also, the GPU temp is fine.

Intel Q6700 at 2.66GHz (4-core 8MBL2)

DELL Precision 390

8GB IBM branded DDR2 RAM

Nvidia Geforce GTX 750ti (Latest driver from Nvidia website)

Windows 10

Monitor 1: DELL 1440x900

Monitor 2: DELL 1366x768

ASUS Xonar DG

Floppy drive ^_^

DVD-RW (With light-scribe)

I just quickly googled this and i found this

In the end the guy had the same gpu and had shit performance, he did drivers etc but his gpu clock was under 500mhz when its ment to be about 1000

 

Firstly look at clock speeds of your memory and RAM, then open nvidia control panel to see if its properly connected, and then to be sure go and check inside your pc to make sure the gpu is properly connected to the computer
