The first thing to do is define a budget. It may be possible to do both within your means.

Beyond that, it boils down to priorities. You could take the approach of maximizing your hifi chain and get a DAC to be fed by the CD player. Or, you could patch a potential weak link in the chain and get a mobile amp/DAC for use on the go. You didn't mention what phone you use or what it sounds like right now, so I don't know if improvement is even warranted on that front. Obviously, the quality ceiling will be limited by Spotify in that system. The Grados will also be a bottleneck at some point in either system.

When you say the Grados are a bottleneck, do you mean that I should upgrade my headphones? Also sorry for being very vague, my budget is under 100 pounds and upon further thought, I'd like something for my CD player. The sound quality from the CD Player is still very good, but I'd like to maximize my experience by getting a dedicated DAC. Would you say it is worth it, given my situation? Also would downloading HQ files be better than Spotify? I have a Moto G4 and the on board audio isn't awful, but I'd like to furhter enjoy my experience. Is there an all in one solution, which works with both mobile and CD players? Thanks, I know it's a long reply but I'd rather go too long than too vague.

100 British pounds isn't going to get you far in either case. I would save your cash or just not worry about it.

And yes, I mean that you might want to THINK about upgrading your headphones, if you're thinking about upgrading anything at all.

How much money should I spend to have a good value experience. Also about the headphones, I only got them recently and I want to get a few years out of them first.

Well you should upgrade headphones before thinking about a dac or amp.

But you should just stick with what you have for now.

Just wondering, if I were to go for a mobile DAC, which would you recommend for the best value

the one in your mobile device.

Oh, ok then. Unexpected. So no mobile DAC is worth buying?

Not for your headphones. Only when you start getting into multi-hundred dollar headphones.
